The BC Emergency Program Act (Part 2, section 6, Local authority emergency organization) mandates:

A local authority must prepare or cause to be prepared local emergency plans respecting preparation for, response to and recovery from emergencies and disasters;

A local authority for a municipality or electoral area must, for the municipality or electoral area for which it has responsibility, establish and maintain an emergency management organization to develop and implement emergency plans and other preparedness, response and recovery measures for emergencies and disasters and may

a) appoint committees the local authority considers necessary or desirable to advise and assist the local authority, and

b) appoint a coordinator for the emergency management organization.

A local authority may, in writing, delegate any of its powers and duties under this Act to the committee, emergency management organization or coordination referred to in subsection (3), except the power to make a declaration of a state of local emergency.

The District of Highlands "Local Authority Emergency Measures Bylaw No. 56, 1995" establishes an Emergency Planning Committee that implements the requirements of the BC Emergency Program Act. Such actions include development of an Emergency Plan and appointment of an Emergency Coordinator.

Emergency Planning Committee Structure

The basic emergency response structure of the Highlands involves the Municipal Council, The Emergency Planning Committee, and the Emergency Response Team.

The Emergency Planning Committee

  • Mayor
  • Council Representative
  • Chief Administrative Officer
  • Municipal Emergency Coordinator
  • Fire Chief

Other members of of the following organizations may be called upon as appropriate to the emergency or disaster:

  • Fire Fighters
  • Police
  • Public Works (or contractors to the municipality)
  • Search and Rescue
